About Sari Baladiya (Municipality)

 
The primary objective of Baladiya establishment (Municipality) was of maintaining the urban interests, meeting the needs of citizens such as managing movable and immovable properties, and keeping the city's capital, cleaning streets and urban roads, clarifying the city, insuring buildings owned by the city against fire, etc. The people were charged by the provision of such services, and through which the current costs of Baladiya and salary of garbage collectors and ... were provided.

By the establishment of the Baladiya, a law was enacted by the parliament simultaneously which obliged the Baladiya association to appoint a mayor with the votes and opinions of the people.

In 1911, the government's proposal stating the separation of the Baladiya association was approved, and in 1920 Seyyed Ziad al-Din Tabatabai established an independent institution called Baladiya which relied on government, and was officially affiliated with it in 1921.

The beginning of the Baldiyah’s operation in Sari dates back to 1919, and Ahmed Mamnoun was introduced as the first mayor of Sari in 1922.

• The first official letter of the municipality was prepared by a typewriter during the reign of Mr. Mohsen Vaziri, the mayor of the time.

• The first trench of municipality was purchased in 1950 during the time of Mr. Ahmad Mamnoun's responsibility.

• The first fire engine of municipality was purchased in 1966 at the time of Mr. Xavari.

• In 1941, the building of the municipality was occupied by the Russians for 5 years.

• The construction of municipality’s building began in 1939 and was completed in 1941.
• The first lady to be employed by the municipality was Ms. Iran Akbari in 1950, who worked as a typist.

• Reza Ziaee and Mr. Gholamali Ziaee were the first ones who provided the lighting of the city with lanterns hung of trees from the municipality toward Meydan-e-Sa'at (Clock Square), Darvaze Gorgan (Gurgān gate), and Darvaze Bābol (Bābol gate)
• Hossein Sohrabi was the first Head of the Rehabilitation Department.
• Axbari was the first Head of Revenue Department.
• Nobakht was the first lady to be elected as the representative of the Sari City Association.
• In 1951, the municipality of Sari purchased 2 telephones with the numbers of 2400 and 2500.

• In 1971, the municipality of Sari owned 7 minivan buses for urban public

• In 1981, 21 buses were purchased for Sari Bus Department.

• Soltani and Mr. Ranjbar were the first and second telecommunication managers of municipality respectively.

• Vosough was the first Head of Barricade Control Headquarters in Sari Municipality.

• The first Director of Water Department was Mr. Naser Nikbaxsh.

• The first Manager of Personnel Department was Mr. Najafi.
•  
• Ali Rekabi and Reza Esmaeili were the first Heads of the Base.

• Shekarchi and Mr. Parichehre were the first Heads of Lighting Unit.

• Among the 44 mayors of Sari, only Mr. Qanbarpour, Mr. Hejazi, Mr. Razavian, Mr. Kermani, and Mr. Majlesi were either the personnel or mayor and acting mayor of municipality.

• The street named “Dey 18” was asphalted in 1946 for the first time.

• The first municipality newspaper named “Shahin” was published and cost 100 Rials in 1949.

• The first Head of Urban Services was Mr. Extiyari.

• After the victory of the Islamic Revolution, Mr. Axiani, Mr. Xodabaxsh, Mr. Ghelishli, Mr. Kermani, Mr. Damadi, Mr. Yousefnejad, Mr. Xhalili, Mr. Xhan Mohammadi, Mr. Sadeghloo, Mr. Ghanbarpour, Mr. Razavian, Mr. Bagheri, Mr.Hejazi, and Mr.Obouri were appointed as the mayors of Sari.
• Mjlesi, Mr. Basirat, Mr. Hadinejad, Mr. Bazgard, Mr. Mofidi, Mr. Asadzadeh, Mr. Sobhani Niya, Mr. Rasouli, Mr. Farzaneh, Mr. Ahmadi, Mr. Ghanbarpour, Mr. Amani, and Mr.Kermani had taken the role of deputies.

• At the time of Mr. Hejazi, different organizations of Waste Management, Green Space, Transportation and Traffic, and Technology and Statistics were founded in the municipality, and the priority was to complete construction projects and to set up new ones.

• The opening of Qaran street occurred at the time of Mayor Abtahi.
